Your information and publicity obligations as a beneficiary

Every beneficiary of European funding signs, together with the funding contract, a set of mandatory information and publicity measures. They derive from the EU regulations on European funds and are detailed in each programme’s guides and visual identity manuals – for example, the visual identity guides published by MIPE (the Romanian Ministry of European Investments and Projects) for the programmes it manages.

For most programmes, the press part of these obligations looks like this:

  • A press release or press notice when the project starts – you publicly announce the launch, the objectives and the funding received;
  • A press release or press notice when the project is completed – you present the results achieved and the impact of the investment;
  • For some programmes, additional notices along the way – for example, notices relating to procurement carried out within the project.

Besides press releases, programmes usually require other measures too – a poster at the implementation site, a permanent plaque, mentions on your own website. In short: a press release for European funds is not commercial advertising but a contractual transparency obligation: the public must be told that your project is co-financed with European money.

Requirements differ from one programme to another: mandatory wording, logos and their proportions, the number of appearances, the type of publication accepted. The standard format

What the press release must contain

Whatever the programme, information and publicity press releases share a common skeleton. We know it and apply it to every project, adapted to the specific requirements in your guide.

Project title and beneficiary

The exact name of the project as it appears in the funding contract and the full name of the beneficiary company or institution.

Project objectives

The general objective and the expected results – and, at completion, the results actually achieved through the investment.

Total value and EU contribution

The total value of the project and the non-reimbursable funding, with the contribution of the European Union shown separately.

Implementation period

The start date and the end date of the project, exactly as they appear in the funding contract.

Project code

The project’s identification code (for example the SMIS code, from Romania’s EU-funds management information system), taken from the funding contract.

Visual identity elements

The logos and wording imposed by the programme, following the visual identity manual that applies to your project.

Where to publish and what evidence the funder asks for

The place of publication depends on the programme: some guides require publication in the local or regional online press of the county where the project is implemented, others accept or require national publications. At reporting stage, the funder usually asks for two things: the link to the live article and a screenshot or printout of the published page. Practical tip:

Take the screenshots immediately after publication and archive them together with the links, dated. Visibility obligations can also be checked during the project’s sustainability period, not only during implementation.

Frequently asked questions about EU funding press releases

When must the first press release be published?

Usually at the start of project implementation, within the deadline set by the funding contract and the programme guide – often in the first months after signing. The exact deadline differs from one programme to another, so check it in your contract.

If the deadline is pressing, we publish the press release within 24 working hours of order confirmation.

What happens if I do not publish the mandatory press releases?

Information and publicity measures are contractual obligations. If you do not comply, the managing authority can ask you to put things right and, depending on the seriousness of the breach, can declare expenses ineligible or apply financial corrections, according to the programme’s rules.

The safest course is to publish on time and keep the evidence – a press release usually costs far less than a financial correction would.

Do you also publish procurement notices?

Yes. Besides the start and completion press releases, we also publish press notices relating to procurement carried out within the project – for example the notices required of private beneficiaries in competitive procedures – as well as other notices imposed by the funder.
